Realizing this is in the truck section, I needed to rethink and edit.

Having only one speed is probably caused by a break in the resistor coil in the fan box. Look for breaks in the coil, they can be soldered or even twisted together to regain continuity. It could also be corroded tabs or connectors.

Power goes to the fan motor, then you select different resistances to ground for the different speeds. Well that's how the Datsuns work, don't know much about Mazdas. The resistances are coils of wire usually mounted inside the motor in the air stream to cool them. Only having high speed means directly connected to ground and the coils are disconnected or broken.
