Best bet is from another similar year carb, say from a wrecking yard.

You mean an electrical choke heater? That will be more of a problem as they have printing on the back. (this is for a Z22) Each heater is matched to the engine. I don't care, and you don't care but an inspector will. This warms and shuts the choke off and they will want the one for a Z24

Yes I do live in Cali.I have the smog thing covered but if I ever choose to sale the pickup its  far better if it is legal. There is a pull-off on Ebay but its pricey and thermostats only for the z22

If you can I would try picknpulls or even craigslist has some part out vehicles. my 2 cents is F" cali and throw a weber in there.

I heard that Rochester folks will ream the hole in the carb's casting, press in a bushing, and drill and ream its hole to match the throttle shaft.  This would assume that the throttle shaft hasn't changed much in size and is still concentric, but a machine shop could conceivably fix that too.  I should kickstart it.

ALL carbs have this. If the choke is on normally on a cold engine and you need full power (emergency or pulling out into traffic) and floor it, this device pulls the choke off so you have full performance. That's all it does. Also known as a choke un-loader.

What is the shade-tree-mechanic, and commercial rebuilder, solution to slop on a Hitachi throttle shaft?

I would just get the base plate from another carb. Never seen the throttle shaft so bad it affected running. A slight air leak is well within adjusting out with the mixture screw. Once above idle the leak is insignificant. Throttle shaft wear CAN cause the throttle plates to bind against the bore causing a hang up and poor return to idle condition.

I'm sure it will work, any choke heater will work but there must be dozens of them for differing uses. They are designed to apply the choke when cold and then warm up electrically in up to 8-10 minutes and turn the choke off. Naturally emissions is extremely high during the warm up so they must speed the engine warm up, shut off ASAP but not too soon.

Bushing throttle shafts have been being done as long as I can remember.  Rods Carbs here in Phoenix has been Installing throttle shaft bearings on my Webers since the 70s.  Their name has changed I have been buying new Webers for several years but I will still buy a reasonably priced Weber and rebuild it for a spare.

For $20 that seems like an upgrade anyone running the 32/36 weber should do...

Yep the only issue is the guy is looking for hitatchi parts. I did the bearings and seal conversion to my weber when the vacuum leak around the throttle shaft got so bad it idled rough. Slapped in the kit and smooth as silk for 15 years until I pulled the engine for a swap. I remember something about sealed skateboard bearings could be used for cheap. But that is all I remember never pursued because I had already installed the kit.
