Use vice-grips to gently loosen the outer cable sheath on the transmission end, unscrew and pull it back. Inside is a very floppy flexible oily inner cable that is actually a coiled up spring maybe a 1/16" across. Have a towel or something clean to catch the cable when you pull it out of the transmission end. Then pull all the inner cable out of the sheath towards the dash. It's likely a couple of yards long so be ready.

 

The cable breaking is the most common speedometer problem. If all dirty and rusty it's likely been bent or damaged and water is getting it. When it freezes the cable just twists and breaks off inside. The dash end should be squared off to fit the speedometer head, so if your end if frayed it's broken.

 

Order a new one.

 

 

If it is clean but oily you can replace it back on the car. The transmission end has a ferule that only fits one way into the speedometer sleeve and locks it in place.
