Brake lights work, but tail lights do not come on with headlights?

Bulbs both burned out?

 

Do the dash and the front marker lights work?

 

NO.... then the fuse is possibly blown or the headlight switch isn't working

YES... then there is a break in the connection or a loose plug between the interior and the back of the car.

 

Open the trunk and find the harness. Check all visible plugs.

Fuses are more common to blow. Turn lights on and briefly place a quarter across the fuse terminals. If you find one where the lights come on, replace it and see if it it continues to work or blows again. If it immediately blows then there is a wire touching ground somewhere and this needs fixing. Could even be a bulb screwed in wrong.

 

If the lights stay on, well it was just a fuse. A fuse may also just not be making good contact with the prongs that hold it.
