Z24 no spark ?

i'm a bit lost here
Ok so once i got my engine and everything back together, i gave the engine a whirl and got nothing. I now have come to the conclusion that i have no spark, because with a spark plug out and earthed i can see no spark.
New spark plugs
New distributor/cap/rotor

Things i have noticed
the balast resistor gets hot enough to the point where i cannot hold it without getting burned so bypassed it - is this normal?
the coil also heats up alot without cranking, just with the keys in the "on" position.

I'm wondering because i did fiddle around with the two relays on the inside of the engine bay - right side i think for america, left for australia. if they could be the problem. If not i'm stuffed to know why.

I have a new coil coming as i thought it'd be nice to have a new one and also new spark plug leads.
If anyone has any ideas it will be much appreciated.
