dim headlight, capacitor?

OK what should happen is the high beams should come on. This is a 'flash to pass' option that allows the quick flashing of your high beams to warn the car ahead of you or on coming traffic.

 

 

Change both headlamp fuses. They are the last two 10 amp fuses on the far right hand side of the fuse box closest to the engine. I think the far right fuse is blown. (there is no capacitor in the headlamp system)
