Timing Issues

I just rebuild the Z24 out of my 84 720 and I am trying to figure out the timing. It runs and drives now but pops and misfires quite often. I saw on alldata that the spec is 3 degrees BTDC. I made sure my vacuum advance was disconnected and plugged and checked to see what it was set at. It was at 15 BTDC and I tried to retard it but the distributor hold down bolts maxed out at 11 degrees BTDC. I took the oil pump out to retime the distributor but I wasn't able to change anything. Any ideas or write ups about how to fix this. Im guessing it is just going to be messing with the oil pump drive gear position? Thanks in advance.

If you have all the original parts, set motor to TDC #1 using the mark on the pulley and the saw tooth timing scale. Lift the distributor out. Look inside and repossition the oil pump spindle to look like this...

NOTE that there is a small and large side on the spindle top. Once at the 11:28 position slip the dizzy in and you should be good to go.
