Yes, that part is the lower control arm spindle bolt. That splined part and the spline on the very front of the torsion bar butt together. Over both these parts is fitted a splined torque arm and it is bolted to the back side of the lower control arm. That threaded bolt and another not shown at the bottom of the picture mount the torque arm to the lower control arm. The torque arm is there to strengthen and transmit the weight of the vehicle and twist the torsion bar.  .
