fuel pump and wipers??

ok, been fitting my 84's harness to my 82 body with an 86 motor... so I have all electrical systems go except that my pump doesnt come on for the accessory key... unless I pull the wiper fuse, then it works?!? I do have problems with the wipers, low setting doesn't seem to work and linkage is shot to the drivers side but could this affect the fuel pump? right now it only works in the start position and not in the on position, which makes the truck have fuel delivery issues

 

I have replaced all relays and fuses, spiffed out all grounds, checked for shorts, tested black box under dash... checking tosee if it could be the wiper delay causing prblems as it is under the dash and will require me to remove the dash again if it is the problem
